The Devil is a small God. He does not have a great deal of influence in the long run. Because of this he uses bargains, agreements and contracts in order to entice people to do what he wants. He says, "do this, and I will give you that." The Devil is no fool though, he would not offer you damnation for doing as he wishes, instead he offers heaven. "Follow my laws and I will give you heaven" he says, but heaven cannot be attained by means of a covenant. If you do good, it should be done because it is the right thing to do, not because of some reward you will receive in the future.

Also, because of his lack of influence, the Devil can become extremely frustrated when people don't do as he says. This frustration causes him to anger easily. As is well known, people and deities with true power have no need to get angry, because things are ultimately in their control.
